Inland Revenue: Authority to Act Update

2Shakes compliance with OS25/3

Did you know that this year Inland Revenue updated their OS25/3 Operational Statement on Authority to Act? If you are visited by an IRD Account Manager, they may choose to audit a sample of the IR authorities you have against this.

This year 2Shakes have been meeting with IRD to confirm that 2Shakes still remains compliant with this new statement:

  • 2Shakes is compliant: 2Shakes continues to capture IRD authority correctly - see 2Tips below to help you get a common situation right.

  • IRD guide to 2Shakes: We are creating an information pack for IRD so they can see all the checks and controls 2Shakes has for authorities.

  • 2Shakes Improvements: Next year we will make tweaks to 2Shakes to make Authorities easier for you and for IRD, if you are audited.

Check out 2Tips below, look out for more information on IRD Authorities early next year, and if you do have any questions please contact support and we can help.

AML: Did you know address rules have changed?

The Statutes Amendment Bill is now law. For Customer Due Diligence this means:

  • Address verification is not required for Standard Due Diligence, and is only needed for Enhanced Due Diligence according to the level of risk.

  • Prescribed Transaction Reports submission extends from 10 to 20 days.

At their heart, the changes want to ease burden on businesses. To keep things simple (and because address verification is useful for many reasons) we will continue to include Address in our Electronic & Biometric ID Verifications.

What should I do if an address does not verify?

Often this happens when people move house. You can do the following:

  • Standard: Complete Manual IDV Done (if other results pass) & choose if you need to make a file note.

  • Enhanced: Based on the risk level decide whether to follow up to get proof of address, then Complete Manual IDV Done (if other results pass).

For Manual IDV you can choose to not verify address as per your programme.

 Update your AML Programme

We would advise AML Compliance Officers to update their AML Programme accordingly and communicate the changes to any staff involved in AML processes.

Digital Identity Updates

There are a number of NZ Government updates in the digital identity space.

2Shakes will provide appropriate feedback on the consultation, and are staying connected so we can provide updates to our customers. We would encourage you to consider providing feedback too!  And we are happy to discuss it first if you like.

2Shakes has launched in Australia

Just over a month ago, 2Shakes presented about Onboarding, Authorities, Identity and AML at the ICB Summit in Melbourne. We got loads of interest from Australian Bookkeepers. Turns out that onboarding compliance, government authority requirements and AML are also challenging in Australia and 2Shakes is set to help.

Plus, Australia's AML Tranche 2 comes in for businesses like Bookkeepers, Accountants, Real Estate Agents and Lawyers on 1 July 2026!

2Tips

  • IRD Authority for multiple entities
If there is more than one entity, the Main Signatory signs for themself and any organisations. Make sure their Role (Position) reflects that. E.g. if they are a Director of a Company and Trustee of a Trust you are signing up together, update their Role to Director/Trustee.

  • Use Biometric IDV for AML
We recommend always using Biometric IDV for AML, since it meets the IDV Code of Practice. If you use our Electronic (Data Only) ID Verification, you must take additional measures to robustly link the person to the claimed identity and record the measures in Notes & Files.
